Define the v1 project domain and persistence schema.

Acceptance criteria:

Migration adds projects with ID, name, description, status, start/due dates, timestamps, and archived timestamp.
Constraints/indexes enforce documented invariants.
Typed model and validation cover required name, status, lengths, and date ordering.
Tests cover migration, constraints, and validation.
make check passes.
