Implement handwritten SQL persistence for projects.

Acceptance criteria:

  • Create/get/list/update/archive operations use context and typed errors.
  • Active listing excludes archived projects and is deterministic.
  • Updates handle stale/missing records safely.
  • Integration tests cover CRUD, archive, constraints, cancellation, and isolation.
  • make check passes.
