Add a transport-independent project service.

Acceptance criteria:

  • Service validates create/update input and exposes list/get/archive operations.
  • Domain/repository errors map to stable service errors.
  • Clock/ID dependencies are deterministic where needed.
  • Unit tests cover success and failure paths.
  • make check passes.
