Expose project operations under /api/projects.

Acceptance criteria:

  • List/create/get/update/archive endpoints use stable JSON shapes and errors.
  • Strict decoding, size limits, content types, status codes, and method handling are tested.
  • Handlers call the project service and inherit request middleware.
  • make check passes.
