Add project creation form and HTMX workflow.

Acceptance criteria:

  • Form works with and without JavaScript.
  • Invalid input re-renders field errors without losing safe values.
  • Successful HTMX/non-HTMX responses update or redirect appropriately without duplicates.
  • CSRF posture is documented for tailnet-only v1.
  • Tests cover validation and response variants.
  • make check passes.
