Add project archival to the UI.

Acceptance criteria:

• Archive is an explicit POST action and idempotent.
• Archived projects leave active lists and direct behavior is documented.
• HTML and HTMX responses are correct.
• Tests cover archive, repeat, missing project, and list removal.
• make check passes.
