Expose task operations under /api/projects/{project}/tasks with strict bounded JSON and stable errors.

Acceptance criteria:

  • CRUD, completion/reopen, archive, move, filters, status codes, and method handling tested.
  • Existing middleware/readiness/lifecycle preserved.
  • make check passes.
