Add tag schema/repository, management, task assignment, and filtering.

Acceptance criteria:

  • Tags have normalized unique names and safe constraints.
  • Tasks can be assigned/unassigned with project scoping and deterministic filtering.
  • HTML/JSON behavior and validation/errors are tested with real SQLite.
  • make check passes.
