Add bounded search across project/task names and descriptions.

Acceptance criteria:

• Search is deterministic, scoped, safely parameterized, and paginated or bounded.
• HTML and JSON responses share service behavior and stable errors.
• Tests cover escaping, empty/results, special characters, and limits.
• make check passes.
