Create cmd/fjomp with an HTTP server that starts cleanly and shuts down on SIGINT/SIGTERM.

Acceptance criteria:

Uses net/http and log/slog.
Configures explicit server timeouts.
Handles SIGINT and SIGTERM with bounded graceful shutdown.
Startup/shutdown behavior is testable where practical.
go fmt, go vet, go test, and go build pass.
