Build the application HTTP handler around an explicit standard-library router and consolidate production-safe server timeout behavior already begun in #1.

Acceptance criteria:

  • A dedicated router-construction function returns the complete application handler and is independently testable.
  • Unknown routes and unsupported methods receive deterministic HTTP responses.
  • Read header, read, write, and idle timeouts are explicit, non-zero, and covered by focused configuration or construction tests.
  • The server entry point uses the router without package-global mutable state.
  • make check passes.

Dependencies:

  • Depends on #1.
  • Coordinate with #2 so timeout values have one clear source of truth.
