Introduce compile-time embedded frontend resources and a small, testable template-loading boundary.

Acceptance criteria:

HTML templates and static assets are embedded in the application binary with embed.
Templates are parsed at startup; parse failures stop startup with an actionable error.
Static files are served under a dedicated URL prefix with correct content types and sensible cache behavior for the initial non-fingerprinted assets.
Missing assets return 404 and directory listing is not exposed.
Tests prove representative templates and assets are present in a built/test runtime without relying on the working directory.
make check passes.
