Add Forgejo Actions CI for formatting, vet, tests, and build.

Acceptance criteria:

  • Workflow runs for pushes and pull requests.
  • Formatting failures are detected.
  • vet, test, and build use the repository Go version.
  • Commands match the local developer workflow.
