Closes #3

Adds a least-privilege Forgejo Actions workflow that runs the shared make check target for all pushes and pull requests using Go 1.26 and CGO_ENABLED=0. Actions are pinned to immutable commits and checkout credentials are not persisted.

Validation: YAML structural parsing, make check, diff check. Independent re-review approved after findings were resolved.
