Expose lightweight operational probes for process health and dependency readiness.

Acceptance criteria:

  • GET /healthz reports process liveness without consulting external dependencies.
  • GET /readyz executes injectable readiness checks and returns non-success when any required dependency is unavailable.
  • Responses have a stable, documented content type and do not expose sensitive internals.
  • Non-GET methods are rejected consistently.
  • Handler tests cover live, ready, and not-ready states.
  • The design permits the SQLite connection to be registered as a readiness check later without changing the handler API.
  • make check passes.

Dependencies:

  • Depends on #9.
  • Should use the request middleware delivered by #10 and #11 when those are available.
